Role: Project Director (Slattery)

Provision of independent cost advisory and commercial services to Liverpool City Council for Stage 1 of the Liverpool Civic Place development, forming part of a broader mixed-use civic and commercial precinct within the Liverpool CBD.

Stage 1 comprises the delivery of key civic infrastructure including council chambers, civic administration offices, a public library, childcare facilities and basement car parking, arranged around a new civic plaza and public domain.

Delivered under a Project Development Agreement (PDA) structure, the project required alignment between public sector objectives and private sector delivery outcomes, with Built acting as development partner to Council.

The role included independent review and verification of cost plans prepared by the development partner, together with provision of strategic commercial advice to support decision making and ensure value for money outcomes, including review of cost assumptions, allowances and commercial risk positions.

The project required integration of multiple building typologies within a single coordinated stage, together with delivery of significant public domain and community infrastructure.

Key considerations included stakeholder coordination, management of staging and programme, and balancing design, cost and commercial outcomes within a large scale urban renewal context.

The development achieves high sustainability outcomes, including 6 Star Green Star ratings for key components.
